Hey guys new to here havent found this exact problem yet so here it goes. Car is a 1999 a4 quattro 1.8l turbo. Their is no power to the fuel pump fuse 28 at anytime as well as the timing fuse 29 just below it and low voltage at timing fuse 34. Once in a while for some reason they will power up and it will start. Ignition has been checked and everything powers up on it crank sensor cam sensor and coolent temp sensor were changed by previous owner and he did try a different ignition.

I did get it to start by jumping 12v to the fuel pump and the other 2 ignition fuses I let it run for a bit then replaced the fuses and it started a few times on its own then back too the same problem im baffeled I am a mechanic and good with wiring but this has me stumped any help is greatly appreciated.

This sounds like the relay 180 issue, common on the VW side of the world. I think (don't shoot me if I am wrong) your car has one of these. Check to make sure you do before continuing. If the relay 180 fails, a crank no-start will result. If yours has failed (and your car is so equipped) I would always carry a spare.
