Default 2001 Avant cranks but won't start

I bought a 2001 Avant 2.8 very cheap from an auction. When I received it, the fork loader had broken the oil pan so I replaced it plus the oil level sensor for good measure. It likely didn't run before they damaged the pan; I assume that's why it was auctioned. It will crank all day but it won't start. I pulled codes with VagCom. The only engine codes that aren't intermittent are 17800 Camshaft Position Sensor Bank 2 Open Short to Plus and 17746 Camshaft Position Sensor (G40) Open or Short To Plus, also 16497 Intake Air Temp. (G42) signal too high.
Will a bad cam position sensor stop an engine from running? I've seen posts here with poor running engines with this code but none that won't start. There is no noise so I'm assuming the timing belt hasn't broken. This is a nice car otherwise so I'd like to fix it if it's feasible instead of parting it.
