I know that the Allroad rear seat doesn't fold flat. I have the same issue in my '14 Jetta, and my husband's '12 GTI.
But I have discovered that the rear seat cushions in the VWs are removable. When you tilt it up, it is possible to slide the two steel hinge arms (for lack of a better word) sideways to disengage them from the hinge bracket.
I was wondering if this is possible in the Allroad as well.
There are times when I do need a long, perfectly flat floor, and this has proved to be very helpful.

If the B9 is anything like the B5-B8's, you would have to remove the seat bottom cushion by pulling up the leading edge and sliding it forward. Then you may be able to fold the seat back a little flatter, but not sure if it would be fully flat. That being said, the clips that the leading edge pop into can break (not often) and then you have the possibility for a rattle and the seat may look a little up on the edge.
