Default Headlight puzzler

I spent most of the weekend trying to identify why I have no low or high beams (99 A4, 1.8TQ). I swapped out the headlight switch, which seems to test fine (based on my ohm meter)...still no lights. With the key on, when I separate the 14 pin connector from the switch, I am able to jumper the high beams:female connector X (yellow w/ black stripe wire) to female connector 56 (yellow wire). However, I am unable to jumper the low beams (connector X to connector 56a/white wire). If the X circuit/feed from ignition is hot, which - if I am reading the schematic correctly - powers both the low and high beams, why am I unable to jumper the low beams as well? Is there a relay or fuse that I am missing? I checked all the basic fuses (driver's side fuse box) and they are all fine.

Everything else electric works, including fog lights. Flash-to-pass also works fine. (I'm assuming this feature uses the same ground as the regular headlights so I should not be chasing a loose ground wire...???) When the stalk switch is reassembled, still no headlights.

Thanks in advance for any ideas.

Bump...

If anyone can just quickly let me know the location of the headlight relay, it will be a help.

I don't have a wiring diagram, and you probably already checked this, but sometimes we miss obvious answers....did you check the bulbs? I know that isn't the issue with the high beams, but maybe the low beams are causing an issue?

I'm pretty sure there is no headlight relay in these cars. The switch on the steering wheel is exactly that a switch that is running all of the headlight current straight from the fusepanel through to the bulbs.

The only relay of sorts that could interfere is the relay in the fuseblock that shuts off the accessories when you are starting the car.
