AFAIK all 1.8 engines in the B5 chassis have fly-by-wire throttles.
Fly-by-wire = no idle control valve.
If you're having idle issues, check for vacuum leaks and old hoses (old vacuum hose on Audi's tends to start crumbling) and clean the throttle plate with carby cleaner (get a mate to switch ignition on (don't start engine) and push throttle to floor to open throttle plate for better cleaning).
