If you're not a professional...
get Adobe Photoshop LE for around $30. It has the basic tools for photo editing. This software is often bundled with various scanners or digital cameras.
A good shareware program I can recommend is Paint Shop Pro that's similar to PS LE. I think their URL is www.paintshoppro.com. If it's not, search the web or download it from www.tucows.com.

We just received our copy and while it sounds expensive (we got the upgrade so saved a few bucks) the new functions are well worth the investment.
