powdercoat or paint your own wheels black? or do i have to get it done.

Default You can buy an oven and powder coating 'kit' and DIY but you'll find that unless you are planning on
doing a lot of parts, it will be cheaper to send them to a powder coating shop.

Default I think it all depend. If you want to do just the face or the whole rim. If you have 3-piece....
rim then just do the center part and polish the lip.

Default i think theres a separate cost for removing/installing tires on top of that
then they'll charge you for air too
