He did not convert the car, he is in Europe where it was an option.

Default IIRC you cannot perform a full engine swap and stay legal.
that's when you find JoJo's country inspection station bait and tackle to slap a sticker on the car.

Default bzzz...you CAN do a full engine swap and stay legal if the engine is the same MY as the car or newer
If he can swap it and have the ECU produce readiness codes, then he is good to go. ;-)
