High beam and low beam not aligning with each other

High beam and low beam not aligning with each other
Hello all
I have the normal halogen lights on my b7 2007 2.0t. I used the two screws to adjust the horizontal and vertical adjustment while the low beams were on. When I turn the high beams on one is to the ground the other is to the sky. Everywhere I've read the high and Low are not adjustable independently. Any suggestions would be appreciated.
