Default 5 monitors not ready. CA emissions coming up.

Hey everyone so its time for emissions and I checked with my obd2 scanner (no vag com yet) and none of my 5 monitors are ready. The evap monitor had set last weekend and I scanned a bit ago and now its not set. Gas cap maybe? Its a generic one from auto zone long story behind why. I have three code for O2 sensors which are as follows:

P1116 O2 heater circuit bank 1 sensor 1 open
P0134 O2 sensor bank 1 sensor 1 no activity
P0155 O2 sensor heat circuit bank 2 sensor 1 malfunction

I'm waiting on new O2 sensors to come in because I cleared the codes twice and they keep coming back. Now my question is why aren't any of my monitors completing?
Catalyst- Inc
Evap- Inc (completed once got gas a few days ago and now INC)
O2- Inc
O2 Heater- Inc
SAI system- Inc

Why are they not completing? Is there a relation with the code I have? I don't have any pending codes or other fault codes for that matter and the car runs smooth and like a bat outta hell. I'm getting frustrated because I need this to pass because I can't afford a new car at this moment. I'm allowed to pass with 1 incomplete monitor here in California.

readiness code won't clear for x-miles after code have been cleared AND no code set again.

Fix the problem(s), clear the codes, and drive the car until the readiness code clears/sets.

Get an emissions extension.

so if I'm not mistaking you are saying that as long as there is codes and a CEL on the readiness monitors will not set? Because the O2 sensor codes are there and my CEL is on so in turn my readiness won't set correct?

The DMV only gave me a 2 day pass after I asked them for an extension...

Readiness can be sped up, see here:

But, if you have issues (codes that are causing the CEL), then emissions equipment will never become ready.

makes total sense. my new O2 sensors FINALLY came in today still got to pick them up at the post office. I'm going to put them in this coming Saturday and then I'll post the results here

Default *UPDATE*

Well the O2 sensor replacement was successful and not all that hard and after I drove a whole week without a CEL on but today it showed its ugly face again. I scanned as soon as I got home and I got P1423 and P1411 (SAI flow too low both banks)

Possible causes I've researched are
SAI pump
Vacuum leak
N112 solenoid
Sticky/clogged combi valves

I also read that if the codes are for both banks at the same time then it most likely is a bad pump or N112 solenoid. Suggestions? Thanks!

Use VCDS to test the pump operation. It's probably the pump. Also check the large fuse by the ECU... if the pump is bad, you may have blown the fuse also.

FML I don't have VCDS yet. I put my ear to the front a bit ago and I could hear the pump running but even if it's running it can be weak right?

vcds lite can run the test? Also prior to replacing my O2 sensors I had the SAI code which I cleared and actually didn't come back for about a month until yesterday so they seem to be intermittent with that said what are the chances of a defective N112 valve and does the 2.8 have an N249 and if so where is it located? Based on the research I've done on here and the zine usually those codes popping up at the same time point to a defective N112, a vacuum leak, or worse sticky combi valves or bad air pump.
