Airbag Control Module Location???

For a 2001, the Airbag Controller Unit is under the ashtray..you need to remove the
front and rear consoles, ash tray, HVAC controls and radio. I just finished this job tonight. Took me about 3 hours of removing stuff to get to it, five minutes to swap the units, and about 2 hours to put everything back together.
I'm assuming you've run VAG-COM to see what codes you're getting? I was getting a 6335 which is a memory error and can't be cleared or fixed. I purchased a used controller and with some help from a few folks here, recoded it for my car.
I'm assuming the '99 will be very similar to what I just completed tonight...

Here's a picture of the carnage....

Parking brake was a pain, be careful not to break the tabs holding the top and bottom plastic pieces that move with the handle. The are designed to rotate about 90 degrees and slide out of the pins...
