Brake light switch, clutch switch if its manual trans, the turn signal/cruise switch itself, or if the engine computer logs certain faults, it disables cruise control. You can go into the Vag com measuring blocks and eventually find "operating condition" and there will be 3-4 of them, one set does cruise buttons and brake switch.
