Cold diagnostics is the bulb check performed after the car is started with the lights off. It pulses specific lighting circuits checking for resistance from the light bulbs in that path. If no resistance is found, it'll trigger a "bulb out" warning. This is different than the bulb check when the lights are on - that is done "hot". The cold diagnostics causes aftermarket LEDs to flash or flicker when they are off - which is the reason I took off the LED license plate lamps I added a couple of years ago. I thought that I might revisit it .

I have LED lic plate lamps and haven't noticed this flicker at all. How often does it do this?

Every couple of minutes or so. Hard to see during the day, but noticeable at night or dusk if your lights are off. It's a quick flash/ pulse.

I have leds all over interior, trunk, and license plate without flickering. Ensure to buy leds with build in resistors.
