Default Parking Brake Problem

So I noticed when I changed my rotors and pads, a squeal kind of like the rear parking brakes are being ridden on. This is real evident when I'm by a wall at low speeds. When it gets faster I don't hear it as much. But a low speeds say from 5-15mph I hear the rear brake pads riding the rotors. Is there any fix or vagcom calibration? I followed Ross-Tech procedure to the point, I did the function test and everything. Thanks guys.

CORRECTED: There shouldn't be any squeal if you changed both rotors and pads. There must be something else going on. Why brand of pads and rotors did you use?

When I fitted REDSTUFF ceramics, there was anti-squeal pads in the box that had to be stuck to the rear of the pads.
Was there anything like that with your pads that you didn't fit ?

I put in the anti squeal on the proper areas where the calipers meet the back of the pads. It's weird because I ran the brake function test again and it kind of made it a little better but I still hear the pads sitting and rubbing when I don't hit the brakes.

Give them time to bed in (500 miles) and see if they improve when the bedding in layer wears off.
