2000 audi a8
none of my car lights turn on, I put my keys in the ignition and a few lights turn on very lightly, I try to start and I get nothing, I jump it and it starts, but once it shuts off it wont start back up, I am hopping it is just the battery, but just wanted to see if any one else has had this issue, need help

That really does sound like a classic case of low battery charge. How old is the battery? Has the car sat for a while? Sudden change to colder weather?
Make sure the battery terminals are clean and on tight.

I just bought the car and yes the car has sat for a while. should I go buy a new battery? Does battery need to be coded? also my steering wheel is kind of tight do u think I should change the v belt??

I don't think that the battery has to be coded on the D2s. I've heard that it does for the D3 and newer, but I'm not certain.
Your radio may need to have a code entered after a loss of power. Often the code is kept on a card with the owner's manual. There are back-up power supplies that you can plug into a lighter to retain power while the battery is out.
I'm not going to make guesses about your steering, but look at the belt to see if it has any cracking or fraying. If it does, replace it. Note that if your power steering fluid is low, be sure to get the right kind. It takes hydraulic fluid, not the same as what most US cars take.
