If, that is the case I'd be surprised only because I've my A8 for over two years and have experienced a great deal of dampness due to the weather here in Marin County in that period of time and it's never happened before.
I'm really curious as to the procedure when a car is being California Smog Certified? Do you or anyone happen to know?

I believe it was approximately $1500 but I opted to have the water pump (approximately $200 item) and the serpentine belt replaced at that time.
When my mechanic was in there he decided to replace a couple other very expensive parts that he referred to on my invoice as Roller Bearings.
I think the job could have been done for approx. $1000-1200 if I didn't want the water pump and didn't have any bearing complications. BTW, my water pump was in fine condition but it's apparently a good measure to have it replace at this time because it's just as labor intensive to get in there and replace the water pump if it fails as doing the Timing Belt service. That's why for basically no extra labor you can have it replaced and it's quite common for them to fail around that time so I'm told.

did it sound like a jet engine at startup ?
Does anyone have a clue as to what this noise may be? It's quite difficult to describe, it almost sounds like an air leak of some sort. Ironically, this occurred just after getting the car Smog Certified in the State of California.
Is there a possible connection to the noise and the Smog Check? I didn't actually witness the smog station doing the test. I'm curious to know if while doing the test, they remove and/or disconnect anything in the process? If so I think it's likely it wasn't put back properly.
If anyone has any information or related experiences please comment.

mine got nighbours attenttion at startup
BUT only when say 22c outdoors or higher (warm to hot in Canada)
the high pitched whirling fan sound would go once the car passed through cold start up
