As the sticky at the top of the thread indicates (please read it and act on it) you need to perform a proper diagnostic scan (not use a cheap hand-held SAE only diagnostics tool) to figure out what's wrong.
Here's a freebie: One of the cars' four level sensors may be bad or electrically or mechanically disconnected.

Adaptive headlights mean they move left to right to follow curves in the road based on steering input, at least for a 2008. (2005 had a simpler system). You can see if car has them by moving steering wheel quickly left and then right (safely) on a dark road and then seeing if lights actually move farther to the side you are steering toward than the car does. You notice it especially if you rapidly change the steering from slightly one way to slightly the other and the lights change angles quickly and more than the car does.
Any Audi HID system has auto leveling headlights, which includes the start up process where they go up, then down, then take their normal position. Adaptive lights (left right) are an additional option on top of those.
Mister Bally is right; check the level sensors. Adjustment screws for headlight aiming are in the back of the light units. One is left-right, one is up down. The ones with the 6mm allen heads. If car was never touched, there are little black circular plugs in center of them covering allen screw. Adjust at night in a dark area using a distant wall or similar surface--if you know what you are doing as far as proper aiming. Don't lose plugs if you want original look--not sold as a small part.

Most of the xenon lamps are a mechanical adjustment. Having said that, it is best to use the VCDS to put the headlamps in the service mode before adjusting them.
If it were mine I would start by replacing the bulbs with Nightbreakers, then see how that looks. Once you have a known good set of bulbs in there, then you worry about the aiming of them.

You can try adjusting the aim, but I have found that unless someone has messed with the aim, they do not go out of adjustment. What happens is the original bulbs change over time. In my case the inside of the glass bulbs start to get metal deposition which completely changes the focus point and output. Adjusting the aim while the old bulbs are in it only makes matters worse.
Now you can do what you want, but my prediction is that you won't be satisfied until the bulbs are changed and if you have changed the aim prior to replacement, you will have to put the aim back to where it was before you started.

...Or an accident w/ some prior so so work, and/or broken tabs from parking maladies, or someone playing with adjustment before, or light previously swapped out due to failed motor and not adjusted or junkyard parts, , or... Some other reasons on 8-15 year old cars things get out of whack cumulatively.

Have you red replies? As MP said, there are two screws on each side for adjusting. Same on all lights. It can't be too difficult.
