My understanding is that the parking brake controller is very sensitive to low voltage. At the time your fault was detected, your battery voltage was 9.11V.

That's true, but given the amount of time it takes you. My process was open the parking brake, turn off ignition (car and all juice is completely off) change pads, rotors. Then turn on ignition and close parking brake. Job done. Took me like I said about 20 mins per side.
