Intake actuator arms.
Gruven makes a billet replacement.

This is correct. Unfortunately...
at least I have come to believe that these things breaking are more a "symptom" than the underlying issue. I posted on that some months back. If the internal air regulating plates inside the manifold that are moved by these arms start to freeze up at the front and rear seals, these arms in turn are prone to break. There is a thread/link to a whole procedure to extract those seals/bearings and free things up, but at least in my case with a C5 4.2 it proved impossible. That leads to replacing the whole manifold--junkyard is around $300, but for my C5 they were unobtainium anywhere in the US or Europe, and the dealer price is over a grand and you have to buy the entire manifold with this assembly included.
Net, replace the arms but also check the movement of the two intake components driven by them. Use Liquid Wrench or some similar penetrant as best you can on the front. Nothing to be done for the rear area, and unfortunately the failure is apparently actually more from the inside, where the PCV oil vapor feed makes a nasty chemical soup of water and oil vapor in the manifold w/ each cold start.

You might want to try running some intake cleaner through it like seafoam or similar. Should help break up some of the gunk that causes the sticky intake flaps which is the underlying issue.
