A leaky bucket? I'm usually pretty good with different terms for car parts (windscreen=windshield, for example) but bucket is one I don't understand.

Leaky bucket: when used to carry water up a hill, loses much of what you started with by the time you get there. Also see "three steps forward, two steps back."
