I disconnected the feed line to the fuel rail and put it in a jug, tried starting and fuel was gushing out , full stream ,from the line. it starts with the pump fuse in , when cold, and will run, but very rough, pull fuse it idles up a little higher,put fuse back in and it shuts down as soon as the fuse makes contact. then wont start with fuse in .got me scrathin my head pretty good. gonna try swapping out the relay if my buddy has one in another car, a vw . pump running loud has me concerned too, not a cheap part.

The noisy pump is a concern. Several pumps/baskets were used over the years. A replacement pump, if yours had the fitted electrical connections and a flex hose between the pump and the cover plate (rather than a fitted electrical connection and banjo fitting on the pump..you have to look and see) part number 8A0906091G is about $30 from HansAuto. If yours has a banjo fitting then the part number is 895906089E about $53 from Hans.
Aside from the noisy pump..you seem to have plenty of fuel volume..so that begs the question..what are the fuel pressures? What do the spark plugs look like? Did you replace the fuel pressure regulator?

fuel pressure while running 54-55 ,when I pull the vac. hose off the pressure regulator it jumps to 61. have not pulled a plug recently. i'm sure they are black and wet . I don't understand why it starts when its been sitting for a while and now idles pretty nice at 900-1000rpm for about 5 min. then shuts off. the fuel pressure stayed at 54 after it shut off.
