handbreak sticking

I would crawl under the car and have someone apply and release the handbrake and see if the cable is working smoothly. If it is then the mechanism inside the drum(s) could be rusty and you'll have to dig deeper.
I think by that time the rear brakes were self-adjusting when you reverse. If not, they could need adjusting, which is a pain. See if there's a hole in the back if each drum where you can see a toothed wheel. If so, you have to jack up one wheel and turn the gear with a screwdriver until the wheel drags when it spins, then back it off until it's smooth. Then do the other side. Then drive it and then check it again.
Either way, the handbrake part of it is pretty simple so it shouldn't be hard to find the problem.

Oh yeah, are we talking about the same car that has the weird rear disc setup? If so then disregard my drum-centric thinking. VW rear calipers are definitely prone to getting water in them and causing them to stick, especially with the handbrake.
Since you have two CGTs, you might want to clarify which one you're asking about.
