93 Audi fuel pump issues

93 Audi fuel pump issues
1993 90, non-Quattro but with keyless factory infrared entry. I'm wondering if the security in the car cuts voltage to the fuel pump. Car will crank all day but not a peep from the pump.
On the female plug going into the fuel pump, looks like 4 wires, I have about 10.3 volts on the fuel sending unit side-this works. On the pump side, there's two wires, a brown, and a green/yellow. I have nothing there with the key on as far as it can go without cranking. On the relay out front, pin 30 does have 12v all the time. Also with the key on, I am getting 12v to pin 87. I actually took the cover off the relay, installed it and measured "on the inside." All fuses are good and I checked them for continuity before reinstalling. I didn't check for anything under the kick panel because I don't think there's any pump related stuff there.
What makes me wonder about security? Well, the fob has no batteries in it. The key opens the car fine, when I lock it I get the "beep" that the alarm is set, so it seems ok, but I wonder if there's something amiss somewhere that the security "brain" for lack of a better term is shutting down the voltage to the pump. I have no idea how the security functions- if there is a theft detected, does it kill the starter or the fuel pump in addition to the beeping? I'd check continuity on the wires to the pump but I have no idea where they are up front. Do these wires end up at the relay?

i dont remember which part the security system kills, the starter or the fuel pump, maybe someone can answer that. but i would jump the relay (or hot wire it) and try starting. also, you could have a broken wire running to the fuel pump
