In my A4 after you turn off the car you can turn the radio back on by tapping the power button on it, but the steering wheel controls don't work, so its a very limited access. This is a 2006, so no fancy MMI etc. and no phone prep...

Ya I noticed this, however the system will disable the BT connection and basically the MMI radio and aux-in only work.

Turning the key slightly back still just completely turns off the car.

Currently I turn the key off to turn off the engine and the MMI shuts down and the phone disconnects immediately. Most of the time the person on the other line thinks I have hung up because of delay of switch over.
You may want to look at your settings. It only does that to me if I have the door opened as I'm turning off the car.

But the switch over from Bluetooth back to the cellphone is pretty quick for me, no disconnect like experience with the person on call and I usually let them know ahead that I'm about to exit the car, just in case.

My old Sonata used to have that issue. It be a 30 second delay from the car to the cellphone.
