Wish I could help, but I live in CA. Truth be told, I have only used it twice... It might be better for you to just rent it. This guy, for example, rents them for $5/day or $25/week.

But, to answer your question, the standard cable for your car would be the HEX-USB+CAN Interface cable with unlimited VINs. If I used the cable more, I probably would have gone with the HEX-NET Wifi dongle for $100 more, but that only works with 10 VINs. VCDS license is included with the cable (hardware based, so the software just detects the license).

- Turn Signal Convenience Cycle to 5
- Blink out of phase

I just picked up a Vagcom cable from Ross Tech and a 2017 S3. Can you share the procedure for how to do these changes. I ran VCDS v16.1and looked at the channels but most of it is in German. Thanks
