Why do the dash vents blow out cold air with the heat on?

This I don't experience this.
Make sure the "AC" is not enabled. I noticed it will automatically turn on "AC" when "Auto" selected (it does this in the A4 too).
I drive with it in Auto and just adjust the climate controls temps accordingly and don't have any issue what-so-ever. It typically takes about a minute for me to notice the auto climate temps taking effect (same experience I had in the A4 loaner I driven).
From my experience with Auto, it's automatically getting the entire car to that temperature so feeling out a vent is not going to get the absolute temperature, not unless you turn off Auto.
