Default Putting wiper blades into service position

It's probably a dumb question, but I've got an Audi A3 2009 and can't figure out how to put my windshield wiper blades into service position. Manual says after turning ignition off pull the lever down within 10 secs. However that does not work and trying manually to move them requires more force than I'm comfortable with. Am I missing something here?

I believe you have to hold the lever down until they go up.

I've tried several times, holding for different time lengths.

turn off the car and tap down on the wiper lever once, they will move into position. I have a 2007 A3 and i believe it should work the same way.
