You can tell if its the abs wheel if you lab scope it. Do you have access to a lab scope? If not you can use a fluke multimeter and set it to hZ and have it save min/max and see if the readings go out of specified voltage when you spin the wheel.

I had an explorer come into my shop that had been to a bunch of other shops and they couldn't put their finger on what was wrong with it, and sent it to me thinking it was internal transmission problems. The brakes would randomly apply when the guy was driving and it was a come and go thing. I went into the ABS control module and had my computer graph all four wheel speed sensors. When I was backing up, I felt the brakes applying, and I looked at the computer and saw three wheels reading 3mph, and one wheel reading 11mph. I put a new wheel speed sensor in and haven't seen the truck since.the guy said its been driving perfect, and couldn't believe it was a $179 repair.
