Cracking sound form the instrument panel

Cracking sound form the instrument panel
I had it before, it almost went away but now it started again: a cracking sound,
from the panel, initially I thought it comes from the radio, like a sound of electric sparks or static but it is the same with radio off. Touching and pushing anywhere on the panel has no effect. I thought is is acting more when turning the steering wheel but I'm not sure now. Has anybody experienced this?

Regardless if car is on or off?
Regardless if the car is moving or not?
How about with fans or or off?
Experiment. But it sounds like you might have some cracked plastic in there or some sharp metal rubbing against something...
