Electric cooling fan back of Radiator
Driving in slow traffic with AC running the temp gauge went up almost one full hash mark from center, it has never gone higher than straight up and down. Turned AC off and heat on, backed off rpm's and it went closer to normal, until heading up the hill, still climbed again. Noticed last week the fan was whining pretty loud while sitting at stop lights, then it even came on when the car was shut off. Now it seems the fan is not running at all. Does this sound like the fan is toast? Is there a step by step for this operation? replacement? this is the fan next to the mechanical one on the inside (rear) of the radiator.

Very simple. Remove the screw on top, rotate the fan to disengage it from the radiator, and remove. The plug will run to the drivers side controller. Took me all of 5 minutes to change mine. Find them used, and guaranteed, on flea bay.

Make sure your front fan is working too. With your front fan and the mechanical fan working properly (but not the rear electric one) the car will not overheat but your AC may not blow as cold in stop and go traffic.

Just did my fan, I ran 2 wires from the fans connector to the battery terminals to test it and it would not spin so I replaced it. The controller is also known to go bad as well as the sensor could be bad. I say do the 12v test first because its easy and the fan is probably bad from the sounds of it. If the fan spins and sounds good then there is a hi/low test to test the controller.
