95 Urs6 Steering Pulse

95 Urs6 Steering Pulse
The car situation:
1995 UrS6
347K Miles (yes, that's a real number. No, it hasn't been easy / cheap getting it there. )
The Problem:
When I'm moving very slow (0 ~ 2 mph, typically in a parking lot backing in or out) and I turn the wheel, I get this odd pulse / vibration in the steering wheel that I can feel as much as hear coming from engine compartment.
After digging though all the threads I could find related to a steering pulse, I cannot find a solution.
Power steering reservoir is full.
Brake fluid reservoir is full.
No leakage from hoses present.
Ever so slight wine from power steering pump.
It would seem there area couple possible culprits:
Power steering pump
Power steering hose (The one with the damper in it?)
Power steering rack
Since it is at low speeds with no braking involved I can rule out tie rods assemblies / bearings / braking stuff.
Any thoughts?

X Plug O-Ring Failure / Flush...
Does the X Plug O-ring failing and emptying out the system while on the freeway count?
Because if it does, then I have flushed it three times in the last six months...
My fault. After the first failure, I thought I could get away with off-the-shelf O-rings. Not the case as it turned out.
