cooling and hvac overhaul... what am i missing?

I haven't messed with this thing in a few years, but I used the picture to try and show where the 3 flaps are, and where they move. In the picture below there are 3 red arrows pointing to the 3 flap stems, and 3 triangle showing their range of motion, which you can also see in the box molding where the 3 arcs are.
