I only had one stuck screw, so I was able to see that I only needed to attack this from the outside. I twisted my plate until I could undo the two hex-bolts underneath it. Then I could tear the plate holder away from the rubber-cement looking stuff underneath and fix the capture nuts.
Aggravating, but now I know what to do.
