Default Alloy Wheels - How much corrosion is wrecked

When I bought my car the owner kept his rims and tires and sold them with the alloy wheels that had been sitting in his barn for 10+ years. After a set of snow tires they make a nice winter set. I would like to clean them up but they are BAD. Whats the best way to clean the corrosion?

Send them out for re-finishing or replace them.

It depends on the severity of the corrosion. Basically, you will need steel wool/scotchbrite to remove the corrosion then wetsand, polish, apply clearcoat or wheel sealant.
