Default master cylinder?

I own a 1999 A6 2.8 quattro AT. for the last year or so, brakes have not been great, pretty spongy, almost goes to floor but stops everytime. I've just adjusted my driving habits. The car was down for about a month I did carrier bearing and secondary water pump. drove it yesterday for first time yesterday and remembered how bad brakes were. fluids good, pads good, rotors good, abs was rebuilt about 3 years ago...but pedal goes almost to floor. This morning, while leaving neighborhood, was coasting to stop sign at road at about 10 mph, hit the brake and it didnt bottom out but it didnt slow down either, did a quick U turn back into sub and coasted upto next stop sign and brakes were just like they were before, spongy, but they worked. checked for leakage and fluid level...all was good. Any ideas? thanks.
