This is for Europe and other non US markets. Probably a fix to the ECU software to keep pollution control turned on. EU5 standards didn't need adblue to achieve compliance.

In US it is expected to involve adblue system retrofit, which will take much longer to gear up and retrofit vehicles. US 2009 and EU6 standards need adblue to comply.
