The 2.0 TDI terms have been made public, yes. Google or go back through this post. I put a link to the $$ tables for each vehicle. IRT ownership dates... I'm really not sure. I think for the 2.0 TDI that yes, you needed to own before that stop sale was initiated, but there mighty be caveats to that.

I believe every current owner, regardless of date of purchase, of a VW Group TDI car will be eligible to participate. Owners will be eligible for a free modification of your car plus a cash incentive to motivate you to allow the modification to be performed or a buy back of your car plus a cash goodwill payment.
Some former owners who sold their TDI cars will be eligible also. Compensation amounts will vary as will solutions. Some models will be retrofitted to meet revised standards, some will be repurchased. Some owners may refuse modifications, forego the cash offers, and keep their cars.
VW's goal which has been directed by a federal district judge is to achieve 85% compliance with the revised emissions standard applicable to VWGoA TDIs so who owns the car matters more than when you bought it.
