Because it's not available on any current US Audi. I don't know the real reason though, the VW CC and Tiguan used to have it, but they took it out around 2013.

Hill Hold used to be an available option for Audi a while back I believe, but it hasn't been offered in recent models. Not sure what the reason is. However, all Audis now have hill start assist standard. You still have to hold the brake when stopping, but if you stop on an incline, the system will briefly (2-3 seconds) maintain the brake pressure to give you time to switch over to the throttle pedal w/o starting to roll backwards. Same happens if you stop facing downhill and reverse up the hill.
Hill Hold is basically a combination of hill start and the hydraulic parking brake. Initially it maintains the brake pressure, but then to avoid overheating the ABS pump it automatically applies the parking brake. Then when you start moving the automatic release of the parking brake triggers. You can effectively achieve the same thing by applying the parking brake manually when coming to a stop. It will automatically release when you start moving and produce enough forward torque.
