The BO option has been hit or miss. Some years it is not offered at all. Other years it is but you can't always order it. If you do order it, there is often a delay in getting your car. In the past, there have been delays due to lack of particular parts that make up the package. Sometimes the cars are built without all the components that make up the package. Just doesn't make sense to me. Audi should either make it available for the entire model run or discontinue it

Not in the US. But I'm sure you could reto fit them if you really wanted them. Just remember, when the B8 was released, Audi cut some corners to lower the base price so it could compete with the 335i instead of the M3 which had been the direct competitor. Folding mirrors was one of the features of the B6/B7 s4 that took a hit. All in all, still a much better car than the 335i.
