Having a no start issue with my s4

Sounds like this - - my crank may be a little bit slower though, but that same sort of odd sounding crank and it cuts off after a second.. I can also hear a relay clicking when it cuts off by the knee bolster.. This may be because I took the bolster off to check relays but I have never noticed the sound before...

The battery is almost brand new and I even tried with a jump-box, so I know the battery is fine.. I'm thinking it may be a engine speed sensor or a relay? but not sure. Anyone have any input? My other idea is maybe a fuel pump relay... I know they are a common problem but unfortunately I have never had one go bad on mine so I'm not sure if this is the right symptom... Obviously with a bad relay it wouldn't start but my crank seems weird, and also all my lights seem to dim when it cuts out, not sure if this is just noticeable because it cuts out.. I know the lights dim when cranking usually in order to give more power to the starter, and with the extended cranking I guess that would make sense...
