Bah.. This I doubt. First the epa dosent check for the hp numbers AFAIK, and second look at most japaneese cars. I know for a fact that rx7's could and in fact did have much more then a 5% variance between cars. While mine was around 220hp at the rear wheels, others were at 200-210. When they test, the only thing they test for is emmissions restrictions, which has nothing to do with the hp output of the car.
If you look at the claimed output of a japaneese car it will always say like 260hp. Thats probably not even close to being true on some since the max they can have is 280 in japan. The car could have 300-350 and thats it.
To add even more the epa is DEFINITELY not going to randomly do a chassis dyno on a bunch of cars, cause thats where the claimed hp comes from.
This could go on and on. HP is only a claimed number from the manufacturer. It has no bearing on what the real output is other then a manufacturer given guideline.
It can be measured in drastically different methods, giving drastically different results (temp, humidity, duration of test etc etc)
I know plenty of cars that would vary their output by 10 or more hp during a single day at the dyno. Even using correction factors, you still get into a bit of a grey area. Was the intercooler overheated? Did you get a bit of bad fuel?
So the question comes back, could the car be the same? Absolutely. The 250hp claim could be a conservative guess by audi just to make sure if they did have to modify the car for US release they wouldnt be lying. If you look at the brocures, they do say "Figure may not be correct"
