Default Dyno results, need ECU help!! (kinda long)

I got the car dyno'd today. Lots of custom stuff done to the car and I think the ECU (with GIAC reprog) might be insufficient now. When boost hits 19 PSI the ecu flips out (around 5000rpm) and dumps 3-4 PSI (via the wastegate) for a thousand revs and then the boost climbs back up till redline. AFR looks good, no boost leaks. Its clearly an ECU decision to drop boost.

Im running a 91 octane GIAC program and I had 100 octane in the tank. We are running big hybrid turbos, reground cams, racing feul pump, bigger injectors, proted heads (you know the drill). Multiple runs yielded no loss of power and VERY consistant results so the car is not pinging and not pulling out timing (the turbos are also barely heating up which is good). Is the ECU able to be reprogramed or do I need to go Motec?
