epc light flashing fast - not starting

epc light flashing fast - not starting
Hopefully someone here has come across this.
I have a 97 s4 b5 that is not starting. I've spoken to a few people, all of which have different ideas as to what it could be.
The symptoms:
Turning the key to position 2 causes the rock light to flash really fast. There is also clicking coming from the throttle actuator.
If I unplug the ignition control wires (on the top of the airbox) the rock light is static, and the clicking stops.
I've tried scanning the ecu, but no it cannot communicate with it.
Has anyone else seen these symptoms?
