Default Not the normal P1602 alarm

To start I am getting the P1602 Terminal voltage alarm. I know that this is most often triggered when the battery is disconnected. However, in my case I am getting this fault almost every time I shut the car off. I am currently trying to get my 99 A4 to pass emissions, but the P1602 alarm clears the emissions readiness state. Neadless to say it is a pain in my rear right now. I read through the Bentley manual in regards to the fault and did some checks showing that the voltage output while running is fine and there are no fluctuations in the voltage. With that said has anyone had experience with this alarm not going away and is it possibly a bad wiring harness connection or a relay?? Any thoughts would be greatly appreciated. Thanks!
