Default Suspension upgrade to 2000 A6 2.7T help!

2000 A6 2.7T 6-speed used for my daily commute (including relatively mild winters). Want to do some suspension work to lower 1 to 1.5", while increasing wheel size to 17 or 18". Would like the new suspension to be firmer that the original (non-sport) but don't want to be loosing any fillings when encountering expansion joints on the highway. Which would be the better solution, Eibach Pro-Kit Spring Set with Bilstein HD Shocks, or something like the ST X coil-overs.? Plan to run standard 16" wheels in winter with all-seasons or Blizzaks.
