yeah...this ONLY works with painted wheels.

Very nice write up, thanks for the hard work.
The problem you mention with dampness, is inherent to all metalic paints. It's called blushing. What happens is the moisture gets trapped under the top layer of paint as it begins to dry and form a skin. Think of what happens when you put a cold drink on a piece of furniture. You get a hazy ring under the suface of the finish, which you hope goes away(don't try this at home). Blushing happens more with lacquers, less so with enamel, and I haven't used urethanes enough to tell. It happens with all types of finish, but is much more noticeable with metallics.
Also as mentioned shake shake shake, you want to keep the metallic particles evenly dispersed, or you get a similar effect to blushing.

Default Tint that I got

The following Tint place has pre-cut film for front ends. They could probably do any part of a car. I had actually never heard of this kind of stuff before. Wonder how good/transparent it would look???
