"Lambda control" stuck at 1.00

"Lambda control" stuck at 1.00
O2 sensor heater is getting voltage. When the wire from the ecu to the sensor is grounded, I get .46v. Could it be anything other than the O2 sensor? Mine is only about 6,000 miles old. I have a new one coming but was wondering if there is anything else that could cause the reading of 1.00 like high or low fuel pressure, etc. Any ideas?

What Group/Field is it that's stuck at 1.00?

Bentley for your engine says:
"A display that remains fixed at the average value 1.00 indicates the following:
Electrical malfunction in HO2S control system
1 - Open circuit
2 - Short circuit
3 - Sensor probe malfunctioning
4 - Control module malfunctioning
Insufficient heating of HO2S probe"
This is for the third field in Group 1.
