Ac fan not running

Ac fan not running
My a/c works great while driving but heats up when the car is sitting. The car has on clutch fan and one electric for the a/c condenser. The condenser fan doesn't not run ever. I tested the fan with 12 volts and it fired up immiedatly. I also tested the plug going into the fan and it outputs 10 volts but the fan won't budge. Is this due to a bad fan Control
module.is there anyway to test it or should the fan run on 10 volts?

Unfortunately there is not a lot in your manually transcribed Auto-Scan to go on.
Other than the fact you have an issue with the radio.
If it's aftermarket it might just need to be coded.
You might look at erWin to find out what the specs are for the fan and module in question.
I'd also have a look at running the output tests with VCDS to see what the results are.

so, i replaced the fan control module today hoping that it would solve my problems but still no luck. im still getting the same output of 11 volts at the fan plug but the fan doesnt run. it works fine when it gets 12 volts, can anyone help with this??? im on the verge of hooking up my own relay just to make it work but i would rather figure this out and fix it the right way

Have you checked MVB 135 and run any output tests ?
Output test should trigger a DTC that would help in troubleshooting.
Check ground points, voltage to FCM, traces, etc.

However, I am not convinced the module was bad in the first place.
And last, but highly important, what is your measured voltage at the battery ?
