No, if everything is working correctly, the voltage on the K-line is pretty much indeterminate and could be anywhere between ground and +12.
An inactive K-line (no modules active, no scan tool connected) should be in a high impedance state, i.e. it should take very little current to pull it all the way to ground or all the way to +12.
Take a resistor of several kilo-ohms (I suggest between 1K and 10K) and connect it between the K-line and Ground. K-line voltage should be close to ground. Now connect it between K and +12. K-line should be darn close to +12. If you can't "swing" the K-line to either rail using such a resistor, something else on the K-line driving it, and this should not be the case.

I know this post is really old, but i am having the same issue with my 2002 A3 8L 1.8, I ordered a Vgate Maxiscan VS890 and get a link error, allready ruled out the K-line issue as it is aftermarket radio, but i still get the error.
