Help with 3.0 TDI (VW Marine) turbo actuator.

Help with 3.0 TDI (VW Marine) turbo actuator.
I am having the biggest headache with a 3.0tdi engine. The turbo actuator was replaced due to broken connector (somebody stepped on it) at a new one has been calibrated to the turbo by a specialist shop, I have also tried with a factory new turbo.
No matter what I do I get:
013128 - Control Circuit for Controller for Turbocharger 1 (J724)
P3348 - 009 - Electrical Malfunction
as soon as I turn on the ignition (start of engine is not necessary) I have tried "reset all factory defaults 00, was this a mistake?.
The actuator does not cycle on activation of ignition. I have tried with the VAG tool 6395
I have tried all the troubleshooting recommended in the service manual.
